Pick Upwork if you want a wide candidate pool, you are happy to write the brief and interview several writers, and you want hourly or milestone based payment for approved work.
Pick Wise Mango if you would rather not run a hiring process, and want the voice capture, proposal and approval chain already defined and visible before you commit.
Neither is right for everyone. Wise Mango is not right if you cannot spare time for interviews and approvals.
